Like with many laws in the United States, hunting laws and regulations vary from state-to-state. Some states will have very particular demands concerning protected species, but will seldom limit the hunting of unprotected species. A term that you may normally hear in hunting is the term varmints. Varmints refer to unguarded, non-game animals that are seen by a lot of people as pests. Varmints threaten farmers’ crops, landscaping and other livestock, landscaping. As hunting varmints is seen as a means of controlling unwanted predatory animals, most likely there will be very little to no guidelines governing the hunting of these animals.
As for predator animals which are referred to as cougars, hunting them requires a license. Some animals that fall into this category are panthers and coyotes. Even mountain lion hunting will have a need for securing a hunting license.
